Explanatory Notes to Candidates Districts NO. 1 and NO. 2

When the need to recruit apprentice pilots arises, the Laurentian Pilotage Authority solicits, by way of public notice in the newspapers, the candidacy of interested persons in Districts No. 1 and/or No. 2. This notice is forwarded beforehand to the pilots Corporations. It is important to know that anticipated applications for the position of apprentice pilot are not accepted, unless a notice for recruitment has been published for that specific purpose.

The purpose of the following notice is to inform the candidates on the necessary documents to provide, the correct manner in which to apply and the recruitment and selection process.

1. Positions to Fill

The period of apprenticeship goes on for two (2) years. Following such period of instruction and training, the chosen candidates will be allowed to sit on the examination for the purpose of obtaining a pilot's licence in District No.1 or No. 2.

2. Law and Regulations

The Law and Regulations prescribe the conditions that candidates must meet in order to qualify and are available on the Transport Canada web site . The present information, we hope, will be useful and serve as a guide in preparing your application.

3. Conditions and Methods

a) To be a Canadian citizen or permanent resident
Include copies of birth certificate, citizenship or permanent resident.
b) Either:

i) Provide an attestation establishing that the applicant has successfully completed, at a recognized institution in Canada, an approved cadet training program in navigation listed in the document entitled Approved Training Courses (TP 10655), published by the Department of Transport, as amended from time to time,

or

ii) ii) Have served as a master of a ship that is over 70 m in length or ovwer 2 000 tons gross tonnage for at least 18 months during the 60 months before the day on which the application is made

c) Certificate of Competency

Provide copy of a certificate of competency not lower than Master, Near Coastal, or Master, local voyage.

d) SEN Certificate

Provide copy of SEN (three-week course including ARPA)

e) Radiotelephone Operator’s Certificate

Include photocopy of your Restricted Operator Certificate Maritime Commercial (ROC-MC).

f) Bridge Resource Management Certificate (BRM)

Include photocopy of confirmation of assistance to a Bridge Resource Management training program.

g) Experience-at-Sea Qualifications

Fill in the sheets of Experience-at-Sea Qualifications for the last five (5) years, including all positions held on board the vessels with appropriate details. Include copy of Discharge Book for the same period.

The candidate must prove that he acted as a Master on board a ship that is over 70 m in length or over 2 000 tons gross tonnage for at least 10 months during the 24 months before the day on which the application is made, or as deck watch officer while holding a certificate of competency on board a ship that is over 70 m in length or over 2 000 tons gross tonnage for at least 20 months, during the 48 months before the day on which the application is made.

However, the Board of Examiners shall immediately reject any application if it is established that documents are falsified or fraudulent information is provided.

h) References

Each candidate must provide, for the last five (5) years preceding the closing date of the recruitment, the names, addresses and telephone numbers of his employers together with letters of reference on the four (4) following items:

1. Sobriety
2. Interest at work
3. Dynamism
4. Professionalism

Take note that EXN-25/26 are accepted as letters of reference as long as they take into account the four items listed above.

i)Marine Transportation Security Clearance

If available, provide copy of the Security Clearance required by Transports Canada – Marine Security – or, fill out the relevant application form after the issuing of the apprentice pilot permit.

4. Selection Process

Only the candidates who meet the minimal requirements stated above are subject to assessment and the interview as referred to in Sections 9, 10 and 11.
The selection process consists in two (2) stages:

a) Candidates are evaluated firstly upon merit, according to qualifications, knowledge and experience which is demonstrated in accordance with the documents contained in each application. The Board of Examiners will then retain a certain number of candidates based on the results of their respective evaluation.
b) The second stage consists of an interview with members of the Board of Examiners.

Following this process, only the candidates who have been chosen will be offered the opportunity to become apprentice pilots.

Selected candidates will have to undergo at their expense a medical exam, including a psychometric test at one of the clinics listed on the enclosed document and have been declared medically fit to carry out pilotage duties (see Pilotage General Regulations).

Selected candidates will have to successfully demonstrate by means of a language test a working knowledge sufficient to carry out pilotage duties in both official languages of Canada.

5. Documents

Candidates must submit the necessary documents and information required in accordance with the Regulations.

6. Documents Check

In order to determine if a candidate meets the conditions as prescribed by Regulations, the Authority shall examine each application and provide the Board of Examiners with a list of candidates who seem to meet the said conditions, together with all documents, according to Section 26 of the Laurentian Pilotage Authority Regulations.

7. Composition of the Board of Examiners

The Board of Examiners is composed of representatives from the Authority and pilots corporation.

8. Holding of Examinations

The Board of Examiners is composed of the Director of Operations of the LPA, one (1) representative of Transport Canada and three (3) licensed pilots and will hold a general knowledge examination. 9. Interview

The selecting committee shall grant an interview to any candidate who seems to comply with the provisions of the Regulations, as well as administer the proper exams when required.

10. Determination of Eligible Candidates

When the Board has determined that a candidate meets all the requirements prescribed by the Law and Regulations including those in respect with the fluency in the French and English languages, the selecting board will then proceed to the selection of the candidates in accordance with the following process.

11. Evaluation of the Candidates

The evaluation of each candidate is based on:

a) practical evaluation of sea service;
b) other qualifications;
c) candidate’s references

11.1 Practical evaluation of sea service will be based on the best 1095 days on the discharge book, together with the EXN25/26 for the five (5) years preceding the recruiting period.
11.2 The evaluation of sea service will be made under the following criteria:

Only sea service on board ships exceeding 70 m in length or 2 000 tons gross tonnage will be accepted. Marine related employment will not be considered.
11.3 The practical evaluation of the candidate will be made in accordance with the following point allocation (Up to maximum 800 points):

a) Experience at sea (350 points)
b) Other qualifications (Master Mariner 130 points)
c) Marine diploma from a recognized institution in Canada (120 points)
d) Exam on general knowledge (100 points)
e) Interview and aptitude test (100 points)

11.4 The score for experience at sea is based on the following criteria:
Experience at sea on board vessels exceeding 70 m in length or 2 000 tons gross tonnage for the best 1095 days on the discharge book from the past five (5) years.
A number of points are allocated in proportion to the sea time.

12. Selection of the Candidates

The candidate who has obtained the highest score and has complied with all requirements will be called in for an interview and a verification of his documents. He will then eventually be issued an apprentice pilot permit for the district thereof.

When it is necessary to recruit more than one apprentice, the Authority will issue an apprentice pilot permit to the candidate who has obtained the highest score, until all the positions have been filled in.

Should there be an equal score attributed to more than one candidate, rank preference shall be given to the holder of the superior certificate’s date of issue.

A candidate acquires no particular rights and will have to be re-evaluated in any future recruiting opportunity according to the criteria stated above.
The number of points of each candidate will be updated at each recruiting period upon reception of the new documents to be furnished.
